   Despite what you may be told or believe, your heirarchy has accepted the premise of the UTU's "A Card" scam dispute amongst themselves.  While the languague in the Uninification Agreement seems to indicate a "majority of UTU members and a majority of BLE members" the mutual web site under FAQ's make it very clear to me, to wit:

 

Subject: Voting Procedures for Merger Proposal

Response:
Ballots went out on August 6, 2001, and the deadline for returning ballots is 12:00 noon, September 14, 2001, with the tabulation scheduled for completion the following day. The vote will be tabulated by the American Arbitration Association (AAA), a world-renowned dispute resolution service that conducts many such elections. AAA will count only those valid ballots that are cast, with a majority of the valid ballots cast to govern the outcome. If a ballot is not returned by a member, it is neither a "Yes" vote nor a "No" vote. Moreover, the ballots not returned will not have any effect whatsoever on the outcome of the ratification vote. The votes of BLE members in Canada will be tabulated separately from those of U.S. BLE members, and the votes cast by BLE Rail Canada Traffic Controllers members also will be tabulated separately.

Using recent LM-2 figures rounded off, lets assume 65,000 UTU and 35,000 BLE.  The votes are tabulated as follows. 35,000 BLE members vote NO! 50,001 UTU members vote YES! 14,999 UTU members vote NO!  Vote TOTAL IS: 50,001 TO 49,999 FOR THE NEW PAYSCALES, PENSION ENHANCEMENTS, UNIFICATION AGREEMENT, AND CONSTITUTION.
